Lubrizol Brexit Update

Brexit: Transition Period

The United Kingdom formally left the European Union on 31st January 2020, but the EU REACH obligations and responsibilities continue to apply in the United Kingdom during the Brexit transition period that will expire at 11 pm on 31st December 2020. Lubrizol is monitoring negotiations regarding UK REACH and working with the relevant industry associations to understand upcoming regulatory requirements, minimise disruption to businesses and ensure that the future of the UK chemical management scheme is appropriate for the industry.

Access to EU Market

After the Brexit transition period, Lubrizol's existing compliance processes will continue to meet EU REACH requirements. Lubrizol continues to offer customers the EU REACH Only Representative service by Lubrizol European Coordination Centre BVBA, located in Belgium, with no disruption to our supply chain. We remain committed to assisting our customers and to support them as OR.

If you export Lubrizol products to the EU from outside the EU, either as part of your product or in their neat form, and have not established Only Representative service with Lubrizol for those products, please contact onlyrepresentative@lubrizol.com so that we can establish the necessary Only Representative service for you and your EU importer(s).

Communication of EU Registration Numbers

Registration numbers under EU REACH are included in Safety Data Sheets (SDS) or in the documentation provided by the supplier to enable appropriate risk management measures to be identified when an SDS is not required. No additional communication of registration numbers is legally required. The availability of registration numbers is not considered a major change and will, therefore, not necessarily trigger an immediate update of the SDS.

Access to UK Market

In accordance with UK REACH, Lubrizol plants located in the United Kingdom will initiate the grandfathering of existing registrations by 30th April 2021 and will notify any relevant substances by 27th October 2021 for situations when the Lubrizol plant is currently either a UK downstream user or where UK customers receive products from Lubrizol plants located in the EU. The completion of the grandfathering process and any required registrations will be performed by the relevant deadlines in 2023, 2025 and 2027.
Currently, we do not envisage disruption to supply of Lubrizol products at the end of the Brexit transition period. We continue to monitor this situation for any developments.
