K-REACH

The amended Act on Registration and Evaluation, etc. of Chemical Substances in South Korea (known as K-REACH) entered into force on 1st January 2019. Lubrizol has been actively preparing for the implementation of amended K-REACH and has developed a comprehensive inventory of substances included in products imported or manufactured in Korea. 

The first key phase of the amended K-REACH will be pre-notification of existing chemical substances1 imported or manufactured in Korea at 1.0 tonne/annum or more. Submission of a pre-notification is intended to enable potential registrants to take advantage of the transitional arrangements for substance registration, as well to assist the Korea Ministry of Environment to identify potential partners for the Substance Information Exchange Forum (SIEF) and joint registration. 

Lubrizol has decided to pre-notify all eligible substances that we produce and/or import into South Korea. For customers, the Lubrizol non-Korea legal entities that supply products to your company will appoint Lubrizol Korea as their Only Representative to assume the K-REACH responsibilities of named Korea importers.    

Lubrizol’s intent to complete registration1 activities is dependent upon several different factors and will take some time to evaluate. We can, however, confirm that there are currently no plans to reformulate or discontinue any products supplied to you due to the recent K-REACH amendments, and we do not anticipate this situation changing in the foreseeable future. If there are changes in our supply plans as a result of K-REACH we will inform customers at the earliest possible opportunity and work with them to minimise the impact of our decision.  
 

1  For existing substances, the following registration deadlines apply: 

  1.  31st December 2021 for substances for (a) listed on CMR (carcinogenic, mutagenic or toxic to reproduction) list and manufactured or imported at 1 tonne/annum or more, or (b) substances manufactured or imported at 1000 tonnes/annum or more
  2. 31st December 2024 for substances manufactured or imported at 100 tonnes/annum or more
  3. 31st December 2027 for substances manufactured or imported at 10 tonnes/annum or more
  4. 31st December 2030 for substances manufactured or imported at 1 tonne/annum or more
